Allowing 4th year students to debate with an undergraduate degree

Currently

X, Section 1: National CEDA Tournament contestants are to be officially enrolled undergraduate students in good standing at the college or university they represent in competition, although students who have bachelor's degree may compete at the National CEDA Tournament only if they receive their degrees in the time block during which the National Tournament occurs.

Amend to:

“National CEDA Tournament contestants are to be officially enrolled students in good standing at the college or university they represent in competition. All CEDA tournament contestants must be undergraduate students, unless they have already received their undergraduate degree, are officially enrolled in a graduate program at the same institution, and have competed in four or less years of intercollegiate debate.”

Add:  Bylaw VII. Section 1.  New subpoint.

"D.  Any graduate student eligible to compete at the National Tournament also is eligible to earn CEDA points."
