depends.  alternative agent cps are ok if and only if

the decisionmaker choosing whether to implement the affirmative plan has
authority
to choose the counterplan instead

Rollins is almost on target.  Rollins is "wrong" because the Affirmative
Agent ain't necessarily deciding
whether the affirmative plan ought to be implemented.  His argument is a
special case of the general
solution above.  for example:

Resolution: the Department of Defense should increase security
assistance to Laos.

Plan: the Army sends 23 surplus Blackhawks to Laos.

POSSIBLE decisionmaker: the Department of Defense
(the DoD is choosing whether to do the plan)

cp1: Cambodia sends pitchforks to Laos.  not legitimate. the DoD has no
authority over Cambodia

cp2: the Air Force sends Stealths to Laos.  legitimate assuming that the
DoD has authority to decide
that the Air Force should ...

Ulrich is "wrong" because the Resolutional Agent is not necessarily the
decisionmaker either.  His
solution is a special case of the solution above as well.  for example:

Resolution: the Department of Defense should increase security
assistance to Laos.

Plan: the Army sends 23 surplus Blackhawks to Laos.

(the USFG is choosing wether to do the plan)

the question of the appropriate scope of negative fiat IS the question
of who the decisionmaker is.
