As copied down by me after the semis:
The United States will make a long-term multiyear commitment to removal
of UXO from Laos. The United States will guarantee technical assistance
and support, including enhanced metal detection, air knives, and lexfoam.
Restrictions concerning providing support and demolitions on a grant
basis will be lifted. The United States will commit to providing annual
assistance of $10 million for the next five years. Funding, enforcement,
intent.
According to the folks I talked to, the only other new affirmative was
run by Southern Illinois, and entailed flying air force personnel to the
U.S. for training of some sort. As they aren't going to NDT as far as I
know, I didn't try very hard to get all the details.
