Mr. McIntosh is correct below.  Clinton is sure to be impeached (defined
as having articles of impeachment passed in the House).  It is a
POLITICAL process, not a LEGAL one.  And the Republicans are
the majority.  Already, posting only the "juicy" tidbits from the report
has shown that this is a grotesque partisan process far different from
what the Democrats did when they were in power and judging Nixon.
Then, the special prosecutor's report was closely guarded, and
leaks were virtually non-existent.

Once Clinton is impeached, it takes a TWO-THIRDS vote in the
Senate to remove him from office.  I think that much less likely,
again because I suspect the vote will be drawn along partisan lines.
