substantially increase development assistance!? you've gotta be crazy

I don't think the committee intends to lock the debate into only
quantitative increases.  Increase is a term with both qualititative and
quantitative meanings.  It would not be difficult for an aff to defend
both qualitative and quantitative improvements in ODA.  Taking aid from
the AID and quantitatively increasing it would be defendable as topical.

An aff which only qualitatively reforms AID is much more problematic.
