Topic Area Papers for 2001-2002 (revised)

Considering that I might not be debating next semester
(I'll be preping for the MCAT instead.), I'm thinking about
writing a topic paper for 2001-2002. Can someone tell me:

What EXACTLY must I do to have a topic considered?
What is the FINAL deadline for topic area papers?
What other deadlines, if any, must I meet?
What are the requirements of a topic paper?
