The NDT, as an institution, does not reward people for spending money.
Spending money does not equal an NDT victory.  I think Iowa can attest to
that, with our entourage and hard work, still nothin' but octos.

Debate, as a framework and institution, rewards squads who are capable of
doing the types of scouting that make work easier.  Take BC for example.
Stefan and John don't have a large debate team, but they do have tons of
information.  That was the previous defense of the caselist.
