i'm betting that appropriations+enforcement will be interpreted to allow
aff plans to alter the substance and form of the direction of current
legislation, within the parameters of the authority by whihc that
legislation was pased. e.g., the plan can increase funding for programs
that fall within the scope of welfare but which may not be included in
current programs. what the aff cannot do is structurally change the
USFG-tribal relationship with regards to these areas. 

i'm with BErube, i think topic #2 is MUCH broader than either of the
others.
