Not to be a curmudgeon since I was and continue to be a strong advocate of
CEDA/NDT cooperation but we should probably put to rest the notion that "NDT
accepts the CEDA topic" if conditions are met.  This was true in some past
world and could be true in some future world but right now the situation is
quite a bit different when we ask who accepts whose topic.  While I don't
know this for a fact, I'm quite confident that if one considered the schools
participating in the NDT, CEDA Nats and ADA Nats last year, the highest
percentage of those writing topic area papers, those voting on topic areas,
those engaged in the topic construction process via edebate and other
venues, and those who will vote on the final topics will come from those who
attended the NDT, with the lowest percentage coming from those who attended
CEDA Nats.  CORRECTION: Actually, the highest percentage is likely to be
those programs that attended at least two of the above tournaments.

So the topic is genuinely a shared venture.  The NDT community is as
responsible or more responsible for the final outcome as is the CEDA
community.  RATHER, for all intents and purposes there is just one
community.
