A suggestion:

If you don't want people to exploit the loophole, close the loophole.

How about qualification consists of judging x number of debates,
*coaching* teams for participation at x number of tournaments, and/or
automatically qualifying program directors?  I mean, you could deny having
coached your teams, but that would be a bit more of a stretch.

Joel says he knew about the loophole- why was it left gaping?
