[eDebate] topic question

I'm looking at rez #4 and I have a question for the TC. Two of the
'planks' have similar wording. One involves peacekeeping and the other
peace enforcement. Why weren't the two combined with an 'and/or'and what
led the TC to decide that the two are different enough to warrant
separation? No hostility or criticism intended. Just interested in the
discussion over this particular area.

All that aside, I'd have to say that I would prefer rez #3. Haven't put a
lot of thought into it, but it strikes me as the best of the four.
