Not as easy as you make it sound Ross.  While its nice of Wake to post the minutes, the minutes offer no insite into arguments or rationales.  Reading the minutes from the April meetings I found the rule for pre-bids but no discussion of the rule for others.  Why these changes were adopted remain a mystery.  For those of us who don't read e-debate regularly its not as easy for those of us on the outside of the process to keep up.
