National Forensic Honorary
Dear Colleague:
Here is your invitation to attend the 2003 National
Delta Sigma Rho ? Tau Kappa Alpha National Forensic
Conference. The conference will be hosted by the
University of Alabama March 11-14, 2004. Our hosts
are working hard to provide excellent facilities for
the 2004 competition. We hope that all chapters will
make plans to attend, and we are pleased to invite any
non-member schools to attend.
This year?s conference will offer competition in
Policy Debate, Lincoln-Douglas Debate, Parliamentary
Debate, Student Congress, and all 11 AFA Individual
Events. Please read the invitation carefully and note
changes in entry deadlines, entry allowances, etc. We
have made an attempt to streamline the national
conference to provide more efficient management.
Please find enclosed explanations for all of the
events offered during the conference, hotel
information, entry form, award information, and
conference schedule. We are looking forward to a
wonderful and exciting conference in Alabama, and we
hope to see all of you there.

Conference Events
Debate Divisions: Parliamentary and Policy debate will
feature six preliminary rounds and will break to
octo-finals if 29 or more teams enter a division.
Rounds will be paired randomly for rounds I and II;
high-high for rounds III and V, high-low for rounds IV
and VI. Teams will be selected for elimination rounds
first on the basis of win-loss record, then on the
basis of adjusted speaker points, and then on the
basis of their opposition record. Brackets will not
be broken for the elimination rounds.
Parliamentary Debate: The Parliamentary division will
debate a different topic each round of the
competition. The NPDA time limits of 7-8-8-8-4-5 will
be utilized. Fifteen minutes of preparation will be
allowed at the beginning of each round. NPDA rules
will be used in governing parliamentary competition.
Unlimited entry is allowed in this event as long as a
school provides enough judges to cover their entry,
but only the top four teams may count toward the
sweepstakes award. One judge covers two parliamentary
teams.
Policy Debate: The policy division will utilize the
national 2002-2003 CEDA/Policy topic. The 9-3-6
cross-examination format with 10 minutes of
preparation time per team will be observed. CEDA
rules will be used in governing policy competition.
Policy competition will feature open and novice
divisions. Novice competitors will be defined as they
are by CEDA. If there are less than ten teams in a
division, we will collapse divisions. Unlimited entry
is allowed in this event as long as a school provides
enough judges to cover their entry, but only the top
four teams may count toward the sweepstakes award.
One judge covers two policy teams.
Lincoln-Douglas Debate: The LD division will utilize
the topic. Resolved: That the United States Federal
Government should substantially increase environmental
regulations on industrial pollution. The
6-3-7-3-6-6-3 time limits will be utilized with 4
minutes of preparation per speaker. NFA rules will be
used in governing LD competition. LD competition will
feature four preliminary rounds and the appropriate
number of elimination rounds. Rounds will be paired
according to the same procedure used in policy and
parliamentary debate as will advancement procedures.
Unlimited entry is allowed in this event as long as a
school provides enough judges to cover their entry,
but only the top three competitors may count toward
the sweepstakes award. Points earned in this event
will be counted as debate points. One judge should be
provided for each two LD debaters.
Student Congress: Entries in Congress are limited to
four students, although observers and alternates are
welcome. The general topic will be: A National
Economic Policy. The committee areas will be: 1.
Taxes; 2. Employment; 3. Trade. Congress will be run
by Dr. Charles DeLancey and Dr. Bob Weiss.
Individual Events: The AFA rules and time limits will
be used in governing individual events competition.
All programs and speeches must be in English and must
not have been used in competition by the student prior
to September 1, 2003. Two preliminary rounds,
semi-finals, and finals will be offered. Semi-finals
will be held in each event with 40 or more entries,
and in no case shall 50% or more of the contestants in
an event advance to the elimination rounds. If a
student is participating in individual events only, a
maximum of two events per pattern will be allowed.
Students are responsible for making it to rounds on
time. No student may enter an event twice, although a
student may enter a second Duo with another partner.
Students entered in five events will be eligible for
the pentathlon award. Schools may enter as many
students as they wish in a event, however, only the
top three entries will count toward sweepstakes. One
judge covers 8 individual event slots.

Entry Information
Judging: One judge can cover 2 parliamentary or
policy debate teams, or 8 individual event slots, or 2
LD debate slots. Judges can cover partial entries in
more than one event. (For instance, one judge could
cover 1 parli team and 4 IE slots.) No judges are
required for Student Congress. Uncovered entries will
be charged $10.00 per IE slot, $40.00 per LD slot,
$50.00 per parli, and $70.00 per policy team. All
individual events and LD judges are obligated through
finals on Sunday. Parliamentary and Policy debate
judges are obligated one round past the elimination of
their last team ? remember that out-rounds in these
events do not begin until Sunday morning. Note: The
conference allows students to participate in many
activities, so there will be a great demand for
judges. Please try to cover your entry as we need
your judges much more than your money.
Fees: Fees for the conference are $70.00 per student
and $50.00 per faculty member. These fees cover all
costs of the tournament, and a continental breakfast
and lunch on Saturday , as well as the Saturday night
banquet. An additional fee of $50.00 will be charged
to non-member schools competing in the tournament.
All fees are due at the time of registration. Checks
should be made payable to DSR-TKA. Fees will be
assessed as of the entry deadline at 1:00 pm central
time on Wednesday, March 5.
Nuisance Fees: After the entry deadline, late entries
may or may not be accepted, depending on facility
availability. The late entry fee, should your entry
be accepted, is $60.00. Drops made after Tuesday,
March 9 are: $20.00 for each IE dropped, $40.00 for
each LD dropped, $50.00 will be charged for each
parliamentary or policy team dropped, and $60.00 will
be charged for each judge dropped. All of these drop
fees double after March 10. Please remember that
these nuisance fees are in addition to the original
entry total.
Entry Deadline: All entries must be received by 4:00
pm central, Friday, March 5. Please email your entry

We will confirm entries when received.
HOTEL
The tournament hotel will be the Four Points Sheraton
Hotel (205-752-3200), 320 Bryant Drive with a rate of
$70.00, plus tax for 1-4 in room. Please mention
DSR-TKA when making reservations. Reservations
deadline is February 25 ? after that date they will
not be able to honor our rate. The Saturday banquet
will be held at the Four Points Sheraton.
NATIONAL AWARDS
Student Speaker of the Year Award
Please consider nominating an outstanding student
speaker from your chapter for this award. The
nomination from a chapter must be classified as
senior. Nominations will be judged on the student?s
forensic achievement, academic accomplishments, and
community service. Nominations must include a vitae
of activities and accomplishments, a letter or letters
of recommendation, a brief statement from the student
nominated, and a transcript of academic record. All
nominations must be turned in no later than 12:00 noon
on Friday March 12.
Chapter Community Service/Outreach Award
In 1998, the DSR-TKA student officers felt it
important to recognize the many contributions our
chapter schools make in their local communities.
Therefore, an award is now presented each year to a
chapter(s) that has made unique and outstanding
efforts in the area of community service. Chapter
will be judged on assessment of community need,
uniqueness, and overall effectiveness of their
program. If your chapter would like to be considered
for this recognition, please submit an essay
explaining those accomplishments in this area of
service. The essay, not to exceed 350 words, and any
additional materials you feel would he helpful to the
selection committee should be submitted no later than
12:00 noon on Friday March 12.
Distinguished Alumni and Distinguished Service Awards
We encourage you to nominate individuals for the
separate distinguished alumni and distinguished
service awards. For the service award, you may
nominate any individual who you feel has served the
forensic community with merit. The alumni award
nomination is limited to a former DSR-TKA member who
has earned a career of distinction during their life.
Nominations should be in writing and should contain a
summary of why the individual is worthy of
consideration for this award. Nominations are due by
March 1. Please submit your nominations to the chair
of the distinguished alumni and service awards
committee, Mike Edmonds at The Colorado College,

Conference Awards for Competition
Appropriate awards will be presented in all conference
events ? i.e. all elimination rounds in debate, debate
speaker awards in Parli/Policy, all semi and finalists
in individual events, and pentathlon awards in
individual events. To be eligible for pentathlon
awards students must be entered in 5 individual
events. A sweepstakes award will be presented to the
school with the best overall record; to be eligible
for this award a school must be entered in at least
two of the three areas of conference participation
(Debate, Congress, Individual Events). In Debate,
schools receive three points per preliminary win (only
the top four teams/debaters count, only the top three
LD?ers). In Congress, a superior rating earns 18
points, while an excellent rating earns 12 points. In
Individual Events only the top three students in an
event may earn points; 18 points for 1st place, 15
points for 2nd, 12 points for 3rd, 9 points for 4th, 6
points for 5th, and 3 points for 6th.
New Member Initiation
We will hold the model initiation prior to the banquet
Sunday evening immediately following the individual
events awards ceremony. The DSR-TKA National
Secretary will have membership cards available during
registration. Membership cards and dues ($25.00)
should be filled out and returned during registration.
