[eDebate] South American Topic

I definitely think it should be a single issue directed at multiple countries.  I don't know what the literature looks like limiting "South America" down, but you could list of countries too...  If the words "South America" don't work, this should definitely be a list topic (of countries, not actions).

Perhaps it could be an economic assistance topic of some sort, at least making it themed somewhat, with core negative ground.  I'm not sure a single nation topic would have enough solvency advocates to sustain a year of debate (unless it was a "substantially change foreign policy toward X resolution.  Like I said, I don't know enough about the research).
