Is it the official position of the committe that of all the potential problems they looked at then, the only issue for that needed attention is to look at how first round bids are allocated?
When did the committee decide that this was the only salient issue here? I was honestly under a very different impression that this issue was about redistricting.
I know folks have talked about travel especially the summer of 2003, but this is the first I heard that a proposal was being crafted to control travel through the NDT bid allocation process.
I would hope the committee of the whole will give some serious thought to reconsidering the issue since at least at one time, the charge was to focus on redistricting and while redistricting relates to first round bid allocation, it is not the same thing as first round bid allocation.
Now that the committee has decided that redistricting is not an issue and that the SOLE issue is one of allocating NDT bids, I think that we are looking at a very discrete and distinct issue. That issue needs to be looked at on its own merits. In discussion up to this time, much of the preliminary stuff I saw about this meeting was about a redistricting proposal NOT a bid REALLOCATION proposal.
Cutting out the bulk of the charge of the committee to narrow down to one narrow, if still signicant, issue does not change the fact that this is a complete change of focus and probably requires more thought and discussion principally on that focus.
I still implore the NDT Committee to avoid action on this proposal given that it is a shift from the original focus of discussion to a much narrower discussion that involves some of the same issues as redistricting as well as others that ARE COMPLETELY IRRELEVANT to redistricting. This is a very different agenda than the redistricting agenda and I think deserves thought and discussion on its own merits.
