Mike has a good point for the most part. All imaginings of the consequences of an action are about FIAT, whether we are talking about K alts (or nontraditional aff solvency) or about policy simulations. 

BUT, there are some prior questions about style and form that are separate from FIAT. Harvard LM & Louisville's questions about evidence form, Louisville & LBC's questions about style, Regis and WGA's questions about policy simulation as style of debate literally precede the consequences of the plan, just like in a traditional policy simulation debate topicality precedes questions of the outcome of the simulation. Debates about debate are above the board questions that must be resolved before we can proceed apace at answering the question; we have to know what the question IS first.
