A few modifications to Andy's idea and some additional options:
 
R: The mpaa and/or the riaa should increase legal action against chinese internet piracy through state or local courts in the American court system for the purpose of defending democratic principles.
 
R: That the US Supreme Court should devolve to state and/or local government the power to encourage democracy in China through regulation of the internet.
 
R: The USFG should democratically devolve Chinese internet regulation to local units of government.
 
R: That China should promote US Democracy by forcibly devolving internet regulatory power from the USFG to states and localities via a nuclear attack.
 
R: that Democracy should promote Chinese federalism through control of internet content.
