You're absolutely right about what you say below, Charles.  The  members of 
the NDT committee are posted publicly and are available for you to  pursue (I'm 
one of them).  Anyone can come to the meetings to provide their  input (Duck 
does it all of the time, and frequently offers arguments that the  committee 
wouldn't otherwise consider).  
 
The CSTV deal was a discussion that spanned multiple NDT committee  meetings. 
 The District chairs for each district are on the committee and  should be 
reporting to their respective districts.  In theory, there was  ample time for 
"community" discussion.  I know the system isn't perfect,  but the meetings and 
agenda items aren't "secret."  I would encourage you  and others to actively 
discuss issues with your district chairs and come to the  meetings.
 
Incidentally, the NDT sponsorship issue is unrelated to the NDT committee  -- 
that is a Board of Trustees issue, which doesn't have the same access to the  
community as does the NDT committee.
