Have you read Sue Peterson's report on the YouTube "Off the Bus" project

She recognizes, as does one of the chief organizers, the need for more 
help

The YouTube debate is not the only site of increased power for and need 
for people with debate skills.

Can you research, organize and assess policy information?

True, you cannot be the "decider" but that's gotten a bad name of late 
anyway. Your actual impact on the future of the legislation will be a 
function of your debate skills.
