[eDebate] NDT Judge Preferences

Questions about NDT strike sheets:

First, aren't judges without 12 rounds of experience free strikes?  There
are several on the list at debateresults.  How is that incorporated?


Second, Fritch, you wrote:
"The ordinals will eventually be changed to categories of judging. There
will be 36 judging units of "1", 36 of "2", etc. There will be 8 categories
in all. Category 8 will be the strikes."

There are 218 judges.  Which - if put into categories of 36 - would create 6
categories.

Are there only 6 categories OR are there going to be 27 in each category?
