We are modifying resolution 3, replacing the word “capacity” with “capability.” As a reminder, we wrote this resolution with the intention of closely modeling the language used in the BIG WIRES Act; and the change is in line with that goal.
That resolution now reads:
The United States Federal Government should adopt a clean energy policy for decarbonization in the United States, including at least a market-based instrument or establishing a minimum interregional transfer capability requirement.
